Punish ragequits

Hi, could you please punish people who just leave the game without resigning? This is SOO annoying and people are still doing it all over the place. Please punish this more!
How do you know they aren't thinking?

I recommend you play with an increment starting with less time on the clock, so they time out faster.
I know that Lichess can do nothing in this regard, however there should be some sort of penalty to the other player who frequently rage quits OR allows his/her clock to run down. This could be where his/her rating is incrementally reduced depending on how many times he/she continues to do this. I find it very frustrating when in, say, a 45 minute game, the other player leaves early and you end up having to wait 20/30 or more minutes to claim victory.
I don't disagree, it would be useful to gather information and present it in an unbiased manner (per rating category) without a need for potentially controversial labels.
One small repercussion for frequent rage quitters that I think might be worth considering is making "Disconnect %" gathered from insights (or calculated separately) a publicly visible value. Maybe it could be displayed below "Time on TV" on everyone's profile.

If you've been challenged to a long time control game and you notice your opponent has an unusually high Disconnect % then you can reject the challenge (or even abort the game and take your own small penalty). I think ideally it would only count your disconnects over the last ~100 games so players who improve their behavior can remove the stigma.
maybe register that as a mean value of all times up to flagging? usually that should be pretty small, if that's big you can avoid that person, and maybe the system can already warn you based on that just like with computer aided play.
hmmm, what if it's ok to make your time run out, but not ok to leave the game?
